Academic Council of Tabesh University
Tabesh University has an Academic Council to
manage and improve its academic, teaching, research, and other important
university affairs in an organized and effective manner. The Council holds
regular meetings once every month and may also hold extraordinary meetings
whenever needed, so that university work does not face delay or interruption.
In this regard, Article (16) of the Civil Higher Education Law states: “To ensure the proper organization of teaching, research,
and academic affairs, an Academic Council shall be established in every
university of higher education.”
According to Article (17) of the Civil Higher
Education Law, the Academic Council is composed of the following members:
1.
The
Chancellor of the university, as Chairperson.
2.
The
Vice-Chancellors of the university, as members.
3.
The
Deans of the faculties, as members.
4.
Two
lecturers from each faculty, elected by the academic staff members through free
and direct elections, as members.
In addition, when necessary, the following may
also participate as members:
5.
Heads
of Master’s and Doctoral programs.
6.
Head
of the Research Center.
7.
Head
of the Central Library.
8.
Head
of Publications.
9.
Head
of Information Technology.
10.
Head
of Quality Assurance and Accreditation.
11.
Deans
of teaching hospitals.
12.
The
Head of Faculty Affairs, who serves as the Secretary of the Council.
Meetings of the Academic Council
According to Article (19) of the Civil Higher
Education Law:
1.
Regular
meetings of the Academic Council are held once every month. Extraordinary
meetings may be held when necessary by the decision of the University
Chancellor or at the request of one-third of the members.
2.
Meetings
are official when two-thirds of the members are present. Decisions are approved
by a majority vote of the members present.
3.
A
previously approved resolution may be reviewed again before its final
completion if there are valid reasons. This requires the proposal of one-third
of the members and the approval of at least two-thirds of the members.
4.
Decisions
of the Academic Council are enforceable according to the law and must be
communicated to the relevant authorities.
5.
Other
matters related to Council meetings are regulated through a separate by-law.
Duties
and Responsibilities:
According to Article (16) of the Regulation on
the Duties and Responsibilities of Academic Staff of Governmental and Private
Universities, the Academic Council has the following duties and
responsibilities:
1.
Prepare
university policies and submit them to the relevant authorities for approval.
2.
Review
documents related to the employment, reappointment, rank confirmation,
promotion, academic advancement, transfer, and dismissal of academic staff
members.
3.
Review
proposals related to departmental curricula.
4.
Propose
amendments to educational legal documents and plans.
5.
Prepare
short-term, medium-term, and long-term development plans.
6.
Review
proposals for the establishment, expansion, division, merger, or cancellation
of departments, faculties, and other related sections.
7.
Review
proposals for internal and international agreements, including their amendment,
extension, or cancellation.
8.
Review
policy documents and curricula of postgraduate programs.
9.
Review
committees and boards related to postgraduate programs.
10.
Review
official documents related to the appointment, reappointment, rank
confirmation, promotion, academic advancement, and dismissal of academic staff
members.
11.
Approve
the university academic calendar.
12.
Approve
the awarding of honorary diplomas within the university’s academic authority,
after fulfillment of national and international academic requirements.
13.
Establish
committees and delegate certain powers to them.
14.
Carry
out other duties and activities assigned by the relevant authorities according
to higher education regulations.
